For many years I have been in the habit of watch ing the course of events connected with our present system of banking, and of noting down my remarks as they have occurred. The publication of this trea tise has been delayed from various causes; a great part of it, as far as Chapter XVI. Inclusive, was printed last summer. I then waited to see the Report of the Committee sitting at that time.
