Excerpt: ... memoir, &c. the Portuguese settlements in Africa, from their antiquity, extent, and influence, have long excited the anxious curiosity of men of letters, no less than of philanthropists; while the latter wished to possess information that might enable them to promote the moral improvement of a large portion of the great family of mankind, hitherto concealed from the knowledge of the rest of the world; the former, in addition to that object, were desirous of enlarging the boundaries of science. From' the history of discoveries already made, and from the traces of Portuguese stations, reported to travellers, in the inland parts of the continent, it appeared evident that a map of the positions of those settlements, enlarged by such local intelligence, as the residents might have obtained in their trading journeys, and commercial intercourse with the countries still more remote, would materially contribute towards filling up the great blank in the geography of Western Africa. At all events, it was obvious that such a map would prove of essential service to those engaged in exploring this part of the globe, whether private persons or public associations. But whilst other nations with a generous regard to the advancement of science, and a feeling concern for the civilization of Africa, freely published all the materials which they possessed, in illustration of this great object of inquiry, and at the same time exerted their constant efforts to increase them for universal benefit, the government best qualified to assist theirviews, continued to pursue its selfish system of policy, by keeping locked up those valuable stores of information, the publication of which would have settled many doubtful questions in geography, and lessened the...
