This study analyzes the complex political and economic relations between the advanced industrial countries of the North and the developing countries of the South. The author establishes the link between mass communication and development and criticizes the world-system perspective. He demonstrates how the unequal specialization and deformation of the economies of the South produced a specific class structure and mode of production dominated by politicians and bureaucrats (state-classes). Professor Elsenhans emphasizes that under-development can only be overcome through internal changes in the Third World.
