Agreements with 19 countries are now in effect which have reduced duties and taxes on a wide range of imports. The reductions apply to imports from countries which do not discriminate against American exports. In addition to this safeguard of fair and equal treatment in foreign markets, domestic producers are also given assurances by other provisions of the Tariff Act of 1930 against unfair foreign selling in the domestic market, such as monopolistic dumping, importing of bounty-fed products, and infringement of American patents. Butia ble imports from Germany, for example, have not been granted trade agreement rates Since October 14,1935, because of discriminatory treatment of American exports, and in addition to the duties of the act of 1930, dutiable imports from Germany since March have been subject to countervailing duties equal to the amount of the export subsidy which they apparently received.
