My opinion is, that sugar cultivation by free labour cannot yet withstand competition on equal terms with slave labour, and that freedom should be nursed by protection for a considerable time to come. How long that time should be, you will under stand I cannot say.

If there be no protection, the cultivation of sugar will dwindle in all the windward islands excepting Barbadoes.
