Russia and China claim to have established a "strategic partnership". Jennifer Anderson argues that there is little in their relationship that can be seen as "partnership", and even less that is "strategic". She asserts that, in reality, this relationship overlays a diplomatic agenda established by Soviet leader Mikhail Gorbachev in the late 1980s. China's pragmatic, limited approach - coupled with Russia's domestic economic and political difficulties - have meant that the Sino-Russian strategic partnership is unwieldy and imprecise, and complicates the still-incomplete normalization process. The author examines three areas of mutual concern: bilateral relations, newly independent Central Asia and Mongolia, and the situation in Asia and beyond. She shows how Russia's attempts to improve bilateral relations have been hampered by opposition in the Russian Far East, logistic problems stemming from demilitarization plans, and volatile trade relations, and concludes that, despite declarations from Beijing and Moscow to the contrary, the basis for stable bilateral ties has yet to be laid.
