The following essay was written at the request of a valued friend more than three years ago. Immediately after its composition was suggested, the author tried to perform his task with as much expedition and in as moderate bounds as seemed to harmonise with the general purpose in which it originated. But circum stances have interfered to retard, if not entirely to prevent the execution of the scheme of which it was to form a part.
