As a'new City Hall can be built unequaled in utility and architectural attractions, giving the City Authorities, Without cost, all the rooms and offices they want, giving to the public Opportunities for recreation at all sea sons, greatly superior to those which the present Park affords, and putting thousands of dollars into the City Treasury instead of taking millions out, the undersigned respectfully presents for consideration the following outline of bis plan for said City Hall, answering, he believes, the purposes aforesaid.
