In September 1993, the Israeli-Palestinian "Declaration of Principles" which would guide the setting-up of a Palestinian interim self-government was signed amidst hopes that an irrevocable step had been taken by both sides towards peace in the Middle East. Given that this was the first agreement of its kind since the 1979 peace treaty between Israel and Egypt, the extent of progress on the ground has been considerable, and now includes the October 1994 bilateral accord between Israel and Jordan. The greater air of realism which prevails over the economic, as much as political, challenges facing the peace process, and the establishment of the Palestinian entity in particular, has given rise to a momentum based on solutions rather than perpetuating conflict.
