The Consultation was held in three sessions at FAO Headquarters, Rome, from 2–6 May 2011, 5–9 March 2012 and 4–8 February 2013. The Consultation was convened by the Director General of the Food and Agriculture Organization of the United Nations upon the recommendation of twenty-eighth session of the FAO Committee on Fisheries. The Technical Consultation finalised the Voluntary Guidelines for Flag State Performance. The Consultation was funded by the Governments of Canada, New Zealand, Norway and United States of America and by the European Commission
