Narrated by their sardonic cat, Sabo Sappho Seneca follows two sisters, Patricia and Emma, as they work towards getting the town of Bridgeport back on its feet after the religious sect, the Dominionists, turned their world upside down. Patricia wants to make an alliance with the League, a confederation wanting to get life "back to normal". Emma and her friends are staunchly opposed to this plan as they see returning to "normal" to be a doomed venture for everyone who suffered under the old status quo, electing instead to try to build something new. Emma and friends, themselves sexual and gender queer folx targeted by the Dominionists, know that the Dominionists have a lasting hold on the League which could spell trouble for anyone they cross.

Through the unique system of governance that Bridgeport developed during their months of stateless rule the sisters fight to garner enough support for their respective plans while trying to outmaneuver the other. Emma's group races against time to find solutions that would allow Bridgeport to survive without a large network of other towns to support them. Meanwhile, Patricia makes backroom deals with propagandists from the League and actively encourages the town to forget the looming danger of the Dominionists. The sisters' struggle to live together harmoniously mirrors the town's struggle as the two factions tear Bridgeport apart along ideological lines. The sisters face the enormous challenge of finding an equitable solution that will heal and provide for the community as the threats of entryism, agent provocateurs, coup d'etats, arson, and a mysterious influx of weapons ratchet up the tension and stakes for Bridgeport's future.
