Orgyen Tobgyal Rinpoche is a reincarnation of a Jetson Tulku, a reincarnation of Taksham Nuden Dorje, 'Powerful Tiger-skirted Vajra' born in the late part of the 17th century who was Atsara Sale at the time of Padmasambhava in Tibet.
