This book offers an overview of the interface between European integration, transatlantic relations, and the 'rise of the rest' in the early 21st century. The collapse of the Soviet bloc opened up an era in which the drivers and perceived benefits of the US alliance among European countries have become more variegated and shifting - due to changing political patterns, public moods and strategic circumstances over time, and different countries and areas of Europe adopting differing approaches towards the alliance. At bottom is the proposition that the US remains at once an 'indispensable' and 'intolerable' nation in Europe: one inextricably tied to the continent through economic, military and cultural links, and still critical to European security and even intra-European coexistence. Yet it also disturbs fragile intra-European equilibriums by virtue of its disproportionate power, and because US threat perceptions and policy priorities occasionally clash with European preferences.
Ultimately, however, what is at stake in European approaches towards the US alliance is no less than the West's capacity to act in concert as it contemplates the rise of other global powers: in the final analysis, then, the question is whether the 'end of the West' is yet to come, or is already upon us.
