Understanding Comparative Politics examines current and past approaches to the study of comparative politics and proposes a new framework for analysis. Mehran Kamrava achieves this through a comparative examination of state and social institutions, how they interact and the political cultures within which they operate. States are classified into such democratic varieties as First World, new and pseudo-democratic ones made-up of inclusionary populist and bureaucratic-authoritarian regimes. Societies on the other hand are divided into three general types. Democratic polities are found primarily in the First World, are accustomed to the rules and norms of democracy and are characterised by high levels of state-society fusion. Newly democratising polities are to be found in Eastern Europe and South America where the process of democratization has recently been undertaken. Thirdly, non-democratic societies are to be found mostly in Africa, the Middle East and parts of Asia and are those in which a democratic political system has not evolved and the cultural norms of democracy do not prevail.
Mehran Kamrava traces the evolution of comparative politics as a discipline and, by so doing, points to the strengths and weaknesses of past and present comparative methodologies.
